networking problem with workgourp, XP pro SP2 machines

I have a desktop XP pro SP2 (A) and a laptop XP pro SP2 (B)
connected to wifi router. I set up (with USB flash) the MSHOME
workgroup.
Suppose i have these accounts on A an B respectively.
A, colour B,chroma (both are admin acounts)
Both A an B have internet via the router.
With or without firewalls I can connect from A to B.
For that i am logged on A as "colour", and to access shared targets
on B I need to introduce the B's account chroma and its password, all
is working ok. Half o the job is done. BUT!
The other way around, ie trying at computer B, logged on as chroma,
and trying to access the workgroup computer A I get:
"\\A is not accessible, You might not have permission to use this
network resource. Contact the Administrator of this server to find out
if you have access permissions.
Logon failure: the user has not been granted the requested logon type
at this computer."
I searched the net but to no avail, other people (see references at
the end) seem to experience this problem (seems to be same error
message more or less).
First I am not sure I understant the error message.
What does the error message mean? that the chroma account on B has not
been granted what kind logon TYPE at which computer ? (probably A?)
Obviously apart from belonging to amdin groups, any account on B is
not explicitly visible on A , so as to be granted any particular
permission there, right? Nevertheless any
action to resolve the problem should be taken on A desktop right?
please help me to solve this very frustrating problem. [i dont want
to use
the same account and password on both computers, I find this fix (if
it works....?) see confusing, and counterproductive and restrictive.]
The original administrator account on B (not the chroma acount which
is on the admin group) has no password, (i am a bit hesitant to
(re)set it....? shall it create any problem with encryption to other
accounts? This actually is the only assymetry between the 2 XP
computers i can think of.
Something that could shed some light is that it is usually (i mean
from what i read about this problem on the net) the laptop that cannot
access shared targets on the desktop, which I find peculiar. I tried
to start the network wizard on the laptop first and then on the
desktop just to see, but same exact problem persitis, it's the
desktop (A) that can't be accessed, while A can access the laptop.

Settings->Local Policies->User Rights Assignment, find "Allow logon
through Terminal Services"
Allow logon through Terminal Services: Administrators,Remote Desktop

Deny logon through Terminal Services: <empty>

From help I get stuck at MS help topic "To grant incoming connectionaccess rights to your computer" It says Click Incoming Connections,
and then, under Network Tasks, click Change settings ...
BUT There is no "Incoming Connections" tab or on any list in Network
connections...
