I'm not sure you are going to find a connection between you Video driver, and your burner driver, but anything is possible. You can run the command DXDIAG to see what is going on in your Video acceleration.
Turning off the built-in burning feature in Windows may help the dual layer problem, but that's a guess. Rightclick the drive icon in Explorer and uncheck it on the "Recording" tab.

I am not sure about the direct x diagnostics tool and how to get there and
use it. However, when going into Control Panel>Display>Settings and clicking
on ADVANCED, I see that Hardware acceleration is set to full. This tells me
that it is set and activated, correct?
The problem I am having is that none of my burning programs will do a dual
layer disc. I use Nero (this is the only program that gives me a message of
hardware acceleration is deactivated), DVD Decryptor, DVD Shrink, Image Burn,
Magic ISO and others for various tasks. I have burned dual layers in the past
but am now wasting dual layer discs due to errors half way through the burn.
I can use Nero and burn these larger files by reducing quality and putting
them on a single layer disc, but the same file onto a dual layer for better
quality, errors out half way through the burn.
I'm using Windows XP Home Edition 2002 with service pack2 if this helps.
Does this hardware acceleration message/prompt have anything to do with my
dual layer burner(s) not working properly?
PLEASE HELP.... :-(
