What you need is a server that gives you the correct time. Change your
server (internet time tab) to tock.usno.navy.mil

This is getting so annoying...
I discovered that if I stop the time service and change my clock to the
correct time, the clock stays set. Once I start the time service again,
the
clock drops back an hour.
In addition, when the clock is set to the right time, Outlook still shows
messages sent and received at the INcorrect time; an hour earlier!!!!

Any ideas???
