A fresh install of Windows loads quickly, and once the desktop is displayed it is available immediately. It is all the OTHER software that *you* chose to install that is causing the lag. So decide what you really need to load on Windows startup and also what you let load when you login. No OS vendor is responsible for what other software that YOU chose to install.
