I would look in the registry for some difference in drive letter for 'source path' The install may have use Z: or whatever. diskmgmt.msc could change to that letter for you.

..WindowsNT\Current Version - Source Path

Ok, I went through the steps that you mentioned below, verifing that the user
has full control over the current key and all subkey. I then tried to install
IIS again but I still recieved the same message asking for the XP
Professional SP 2 CD, but that CD is in the CD-rom drive.
