CONTINUOUS freezing ten seconds after systray comes up

What is the solution if I get this on normal as well as safe mode please?

I have tried Last Known Good Configuration about five times. Is the only
solution to put in the restore discs and do a repair install? Or is there
some way of rectifying this in the repair console? I don't THINK this is a
virus though as I cant trouble shoot, I cant be sure. (I probably CAN boot
into UBCD4WIN)
