Keyboard layout change automatically

Hi,

On a Windows XP pro installation, the keyboard layout change without
intervention. I install the Canadian French layout and remove
everything else. After a reboot, US english is back and default. I
go back in the Control Panel / Regional and Language Options, delete
everything that I don't need. I keep only canadian french and it
become the delault layout; reboot and everything is back...

What can I do with this problem ?
