Oh no.
I now see that something is disabling security center every time I
boot. Do you know what that might be? Here is the event log

Can you manully start the Service?
net start wscsvc
or
sc start wscsvc
What happens when you perform a clean boot from third-party software?
Open "msconfig" and disable all entries from the Start Up tab and
disable all *non* Microsoft entries under the Services tab. Restart the
computer and see if Security Center has been stopped.
If the service has not been stop then you need to figure out what entry
is causing the service to be stop.
