I would guess you have a Home edition of XP, and your kids discovered the "Administrator" account available on the Welcome sign-in screen. You boot to Safe Mode by pressing F8 several times during the 'black screen' portion of a restart. Unless the little devils put a password on that account, you can use it with a blank password to re-elevate your normal user account back to admin status (in control panel/user accounts app) Even if it's passsworded, there is a CD you can download and burn that will boot to a prompt that lets you blank it.

Make their accounts Limited, and put a password on the Administrator account. If they complain that their apps don't run, install those apps to the ".../All Users/Shared Documents" folder set. (start/run, type: %allusersprofile% )

I´ve got a PC for my childrens and somehow they´ve change the rights to open
programs. Nothing is openable because I´ve got no rights to open the program.
I can´t install anything, I can´t open the admin rights (don´t know the
english translation) in the control panel so I can´t really do anything.
Two questions - how do I get control over the programs again (admin rights?)
and how do I prevent from doing this again?
