I suppose this is one of those fancy BIOS downloads, where all you get is
an EXE. When you buy a motherboard and build your own computer, some
of those use a DOS floppy and DOS flashing tool, and Windows is not
used. That has a bit of extra safety, in the sense that no other
tasks are running on the machine while the flashing is happening.
Some companies do provide Windows GUI tools for flashing (Asus Update),
but there is some additional risk of bricking the board by using
that.
