SyncToy seems like a useful tool, but where can one get a little help
concerning it.
Now when I attempt to Echo my "Documents and Settings" in Win XP to my
D: drive, I get an error that says "Exception during preview: the
specified path, file name, or both are too long," and it presents a
huge file name in "Temporary Internet Files" that doesn't exsist. I
deleated everything in that folder. I'm stumped.

You can set Synctoy to ignore certain subdirectories of a folder - you
should do this for the Temporary Internet Files (or at least the hidden
subdirectories of it).
You say that you deleted everything in TIF - you wouldn't have been able
to delete index.dat for the currently logged in user, and possibly other
files as well. You can't really see all the files in there using
Explorer without doing some special tricks - most of it is in a
subdirectory of TIF named Content.IE5 that doesn't show up normally.
You don't really want to copy _everything_ under Documents and Settings,
do you? Even Temp? Also, you won't be able to copy things like in-use
files such as ntuser.dat for the currently logged in user.
Are you using Synctoy 1.4, or Synctoy 2.0beta? The latter has fixed some
bugs to do with subfolders and filenames (it also uses a different method
to store the folder contents data).
