You will have to consult the documentation that came with the computer. When you start the computer do you see any messages telling you to press a certain key to enter the System Recovery utility? It might not be called by that name on your computer but it should be something like that. You should be warned ahead of time that on many machines running the utility might (read will!) erase everything on the C:\ drive!

Are you logging on to the correct installation? Press 3 then press <Enter>. Did you run a chkdsk on the drive?
To reinstall the operating system consult the documentation that came with the computer. Based on what you have just posted I believe that you have all the necessary files to reinstall Windows XP in a Service Partition (D:\), you simply have to launch the miniNT shell where you should be able to launch the restore process or launch winnt.exe from the i386 folder. All that information should be available from your pc manufacturer.

hi (again)
I still have had no joy with this corrupt/missing "\windows\system32\config\system" file. I installed knoppix 5 linux and browsed and found these files, but i couldn't do anything with them.
to date i have tried all of the copy/delete lines I am in the recovery console, showing on screen 1: D\MiniNT 2: D\i386 3: C:\WINDOWS,
is there anyway round reformatting all of the HD and installing fresh????
***REM I have preinstalled software so no other discs available****
can I d/load any software to enable to boot a fresh install?
cheers in advanced
