I have deleted all the files in the Temporary Internet Files folder, however
when I right-click and select properties, it shows 4,877 files and size of 65.6
mb. I have turned on "Show Hidden Files and Folders" and turn off the Hide
system files and folders, yet I still can NOT see these files/folder or get rid
of them.

What are these and should I even be concerned about them.

There is a hidden folder in your Temporary Internet Files
folder named Content.IE5. This folder cannot be viewed by your
user account even with viewing hidden files and folders
enabled. Here are two methods you can use to view this folder.

1. Go to Start -> Run and enter the following in the Open box.

%homepath%\Local Settings\Temporary Internet Files\Content.IE5

2. Open your Temporary Internet Files folder.
Click in the Address bar at the top of the window so that the
address is highlighted.
Hit the right arrow key to place the cursor at the end of the
folder path.
Type \Content.IE5 in the address bar and hit Enter.
You should now see the contents of that folder.

You can manually delete the contents of that folder. Here's a program which you
might find helpful to clean out your TIF.
