This necessitates going into control panel/display/themes and changing to another theme, then back again. All is then OK for awhile until it reoccurs. Or it can be left in another theme and the same occurs.
This has been going on for about a year and I can't associate it with any program install or upgrade. Any clues for a remedy would be appreciated.

Finally repaired! FYI, the cause was the power supply which when replaced, the task bar anomaly ended. Could it have been caused by windows booting caused too much of a drain on the tired power supply? Never heard of such, but guess anything's possible!
