For about the past month I have been recieving the following error when I
try to open websites:

The instruction at "0x7e21b5ce" referenced memory at "0x001e4cc4". The
memory could not be "read".

I have unchecked "use 3rd party browser extensions" and all current updates
are done. I have even tried uninstalling the recent update Windows XP
(KB942615) (going by a similar artical posted by Jeffrey Walton)
I have not received the Hotfix (Artical ID: 942367) via email and It's my
next step

Most of the time I do not have not issue, but on occasion the error will pop
up and if I select either "OK" or "Cancel", ALL Internet windows will close.
Some sites i can't get to at all. (Dell's Premier login page) Others if I
get the message, leave it alone and open another window, I can continue.

This has been more of an annoyance to me for about a month (yes prior to the
updates on 12/11)
Now this is happening on at least 3 PCs in our firm (exact same error)

Any thoughts would be greatly appreciated,

Beside the good advice by Mark, did you tried to Disable Non-verified
Add-Ons and then re-enable them one-by-one after testing to see the error
will not occur?.
Also, if you have a Third-party toolbar, you can uninstall it then reinstall
the latest version for it.
From a personal experience, if you did in the past uninstall a Security
suite and left some orphans behind it can cause such an issue, so locate the
orphans for it if you had uninstall such a security suite, you can use the
Autoruns.exe or search the Registry for LegacyDrives and remove them.
All the Java version up2date?.

Any error log in the Event viewer can shed some light on what's going ON.

Try to monitor the software performance as some can start to develop a
memory leakage and this can be a pain in the %% to discover and eliminate
from your system.
Also test your RAM and clean the Dust inside the case.
