You are infested.
When you "... wiped out [your] pc and reinstalled windows xp ..." did you
actually delete the partition(s) and create/format them and install on the
fresh partitions and then avoid getting on the Internet until you had at
least SP2 installed and confirmed the Windows XP Firewall was active and
then - once connected to the Internet - only visited
http://windowsupdate.microsoft.com/ until your system was fully updated?
