international keyboard setting behaving erratically.

For years I have worked with the United States-International keyboard
setting. But recently it stopped working. Then it just changed so that
right alt and vowel would give me an accented vowel. Except that the
alt would not produce an accented u or o. Frustrating. I switched the
keyboard off and then back on again. But the problem persists.

The settings are language English (United States) and IME keyboard
United States-International.

Any suggestions?

Thanks, Ron
