After running the system file check the problem still remained, however I
noticed the system event log was reporting a bad block on the disk. After
running error checking on the disk with both repair options checked, the
services were able to start and the system is networking again. Thanks for
the help and advice.

Other driver files in %windir%\system32\drivers may be missing. See if running SFC fixes the problem. To run the System File Checker, follow these steps:
1. Click Start, click Run type sfc /scannow, and then press ENTER.
2. Follow the prompts throughout the System File Checker process.
3. Restart the computer when System File Checker process is complete.
