After running the system file check the problem still remained, however I
noticed the system event log was reporting a bad block on the disk. After
running error checking on the disk with both repair options checked, the
services were able to start and the system is networking again. Thanks for
the help and advice.

Other driver files in %windir%\system32\drivers may be missing. See if running SFC fixes the problem. To run the System File Checker, follow these steps:.
1. Click Start, click Run type sfc /scannow, and then press ENTER.
2. Follow the prompts throughout the System File Checker process.
3. Restart the computer when System File Checker process is complete.

Ok, here's the result:
C:\WINNT
Incidentally, the operating system is XP Home 2002 SP2.

I have encountered the same error:
Could not start the Windows Firewall/Internet Connection Sharing (ICS)
service on local computer.
Error 2: The system cannot find the file specified.
The file ipnathlp.dll is present.

Hi Valcin,
See if the file ipnathlp.dll is present in the following folder:
%SystemRoot%\System32\
If missing, extract a new copy from source.

I am running XP Pro service pack 2. When I try to start the firewall in
the
control panel it will not start. When I try to start the service manually
i
get the following error:
Could not start the Windows Firewall/Internet Connection Sharing (ICS)
service on local computer.
Error 2: The system cannot find the file specified.
I cannot tell what file it can't find or how to replace it. Any help
would
be greatly appreciated.
