I guess I was not clear enough in my stating of the situation. I am looking through a vast quantity of pictures, sorting, deleting, and renaming. I need Windows popping an addition file into my folders like I need a hole in the head, and this never happened this way on the old computer with the exact same software.
FWIW, I am not viewing the pix in any Microsoft package, but rather one called Irfanview. Any assistance to this annoyance would be gratefully and vastly appreciated.

Try this. Set the Details view setting for some folder containing a thumbs.db. Delete the file, then set to Thumbnail view, and see the file get recreated. (Any other View selection would not result in this)
