WIndows XP Home Clock losing time

My Inspiron 1200 is losing 10 seconds an hour
suddenly. Is there some system setting I can
check, for what it does about clock adjustment?

Something is most likely to have been scribbled,
I think.

I see system calls (obscure to me still) that
talk about a certain amount being set to be added
to the clock each tick or so, and its being
enabled or disabled.

(I have a C compiler at hand, if anybody knows
the calls and formats for these.)
