Machine fails to restart

XP/SP2 Desktop hangs on restart/re-boot. This was after a Windows Update
had been applied. Using previous recovery points does not help. Safe
mode in all its versions works.

In the past when this happened, I used MSCONFIG to disable startup and
system.ini options, but this time this has not worked and machine still
hangs on the re-boot.

Any ideas where to go next?
