Unable to download anything

I have been unable to download anything from any website. I receive a message
that Internet Explorer was not able to open this internet site. The
requested site is either unavailable or cannot be found. It hangs up whenever
I try to download using Firefox. I have cleared files and cookies, reset
settings, downloading is enabled. Since I am unable to download, all I am
using is Windows firewall, no virus. I also disabled the firewall and that
did not help. The latest was after installing Windows Defender, it was trying
to receive updates and I received the following error message: Error found:
Code 0x80240022. I could not find that error on Microsoft's website. I am
using Windows XP SP2 and IE7. I did run
