Thanks to both for the suggestions. Unfortunately I got to the point of no
return. Pulled the drive and put it in another machine to recover data,
then put it back, and did a clean re-install. Nothing like a fresh install
to cure what ails you.

In addition to my other post, I think you have an AVsystemcare fake
antivirus infection.
the part that all the removal tools could not get were in the Java
directories.
The fix for my customer was as follows, I removed the drive put it in my
PC as a slave drive and scanned it with AVG antivirus, then put the drive
back in his PC.
nothing else would kill it.
and then the control panel was missing and the clock could not be changed
etc,
