It sounds to me like you have disabled ClearType font rendering. To re-enable it go into your control panel, select Appearance and Themes, Display, Appearance, Effects. Make sure the checkbox is ticked and select ClearType for the "Use the following method to smooth edges of screen fonts:" option. Hit Ok and then Ok on Display Properties and all should be well.
