I had the same problem with the same file. I have Unlocker. It doesn't work on that file. I was finally able to delete it in Safe Mode by clicking on the Flash folder and dragging it into a different folder.
Finally-Success. I created a new folder and dragged each folde9( Windows, System 32, Macromedia, Flash, and the two files) into the new folder and deleted them one at a time. Got the new folder idea from you-THANKS
BTW-did this without having to go into Safe Mode
