What happens on the restart? Please describe the behavior and include
the complete verbatim text of any and all error messages that are
produced.

Try starting in Safe Mode. To do this turn on the computer and start
tapping the F8 key rapidly just as soon as the first information of
any kind shows on the screen. Keep tapping F8 until the Windows XP
Startup menu appears and choose Safe Mode from the menu. Post the
results back here.
