I have internet access as an administrator, but when I log-on as a user or
guest I cannot connect to the internet. I click on the internet explorer
7.0
and Bellsouth Internet icon it doesn't work. When I go to the task
manager
it says the applcation in not responding. I have DSL service from
Bellsouth.
I went to group policy but can't figure out what to do. I'm at my wits end
trying to figure out how to fix it, I've been trying to fix this since
last
night.

I want the user to have access to the internet put not be able to download
files, programs, etc...
She's my mother for petes sake she need to connect to her friends, she's
to
trusting when people send her attachements.

It sounds like there is more than one issue here. For the basic access
issue, are you sure that the Bellsouth login works with a restricted user?
Have you tried shifting the login to an inexpensive router - which will
provide a good first layer of protection?
