Lost right click in Programs Menu

I recently discovered that I can no longer Right Click an item in the START | PROGRAMS menu with any result. I've tried several different mice and options on plugging them in, no luck. I'm used to dragging shortcuts to self-created, organized folders by category. I can no longer do that. No right click drop down, can't drag left or right click.

Where should I continue to look to resolve this issue. I've done all windows updates on both my computers and can still use this function on my desktop, just not on my Windows XP Media Center Laptop
