I would suggest reinstalling System Restore. The down side is all restore points will be deleted. That doesn't matter because they don't work anyway.

rebooted system and tried System Restore again -- same message -- couldn't restore to May 31 2007 because "no changes have occurred on the computer".

Still no DVD -- no auto run when right clicking drive, and no DVD play opportunity on the play menu of media player
