You definitely need to seek local help with running applications on your
system. Anyone who can successfully quote a previous message while deleting
the link to the thread is in need of some serious help running an app.

I installed Windows Installer CleanUp Utility. Do I need to be logged in
as Administrator to access it?

The Windows Installer has a utility to find and remove installed apps.
Since
you know the name of the app, you can use this to remove it.
