I've used this many times to get access to machines after the users have left or forgotten their passwords. I think it also allows you to do things with Domain settings. Check the FAQ (link on that page). When you change the Administrator password, just make sure to choose to blank it out rather than setting it to something else. That has been the only problem I've had with it.

The boot cd could take you to Recovery Console. I don't know if it would work, but the command:
net user Administrator /delete /CASA
might do it.
