case swap now no start up no post

All hardware same except new PSU and Seagate 160 HD.
Just wanted a smaller case, bigger drive and new PSU that would fit
under my wifes desk so I could quit taking my little toe off when I
walked by plus she needed more room.
All she uses it for is her online classes, photos, and the net so it's
no powerhouse. I built it and a clone about 5 years ago and I retired
the other one and this one did run 24/7 without issue until now.
I do have a dupicate board but all the green lights are lit.
Soyo board
P III 1 ghz
512 mhz Mushkin
160 GB Seagate
Antec 400 2.0 PSU
ATI 9600XT
and I tried a Geforce 5500GT and an even older ATI card with no luck
I have to get this thing going before her summer break is over. Any
ideas are appreciated. Save a life by helping me out here. I know it
is most likely something I have overlooked or missed but one of you
looking at it from a different perspective may be what I need.
Would a board to case ground prevent it from posting?
