Turn Popup windows back on (stop prohibiting them)

My IE settings stop popups. I have a friend who has a laptop that runs XP that someone else modified so that it does not show popups. However, she is going to a web site on the CBEST (for substitute teaching) and the site itself has many popups it is supposed to have. How do you turn all popups back on under XP in IE? Thanks.
