programs install in chinese?

For some reason... all new programs I try to install- install in chinese and
all the menus are in chinese too. My wife uses the chinese input so she can
chat. Before Ive never had this problem. I have checked the regional
languages and english is set todefault (highlighted in black) Ihave even
tried to uninstall her chinese input (so u cant select input chinese thru the
language bar) And to no avail... any program I try to install now.. the menus
are in chinese and show up in chinese. I however cant read chinese and It's a
pain to search thruevery new program and figure out which button changes the
prog. to english. Is there some sort of setting or error?
