If I double click then it appears to try and start then just stops after
hourglass spins for a second or three.

Not sure on another drive? My cdrom works fine.
Swap out the FD for a known good working FD to verify if the one installed now is good/bad. If another FD works you have the answer, if not swap out the data cable.
Had new power supply put in however it had stopped working before that.
Yes to being detected/recognized by BIOS
Enabled and "working" in Device Manager.
One question not asked yet I'm relatively sure of the answer:
Does it fail to show the contents on all floppies or only those with certain types of files?

What happens if you:
Double click on the drive?
Test the drive in another machine?
Test another known good working drive in your machine?
Check the power/data cable for the drive inside the box to make sure they are
securely seated/connected?
Try a different known good data cable?
Does the drive show:
As being detected/recognized by the BIOS during boot?
Any activity on boot?
As enabled and working in Device Manager?
