This may be a problem beyond Outlook - what type of mail server as you
using? IMAP or POP?

Could it be that your email (on the server) mailbox is at capacity? I know
in our domain, users are sometimes unable to empty the trash or delete
messages if the mailbox stores are at or near capacity. Try emptying your
trash prior to deleting messages. Also, if you are using POP (which may not
be the case, since you describe using OWA--outlook web access--at work), make
sure you have DE-selected "leave messages on server" in your mail client
properties. That way server-side limitations do not restrict your use of
your email.

I'd be lead to believe that this is a server side issue.. To trouble
shoot this, try installing Thunderbird (a mozilla program) and
configuring it to use your email account. If you can delete e-mails
through thunderbird, then it is a problem specific to your Outlook
program or account.
