Go through these cleaning steps as Norton is an Anti- Virus not Anti-Malware:
1... First, try to clean up your caches, Internet files and delete cookies
by doing this:
Click Start >> Control Panel >> Double click Network and Internet
Connections >> Double click Internet Options.
On the IE properties windows you will see these Taps:
General | Security | Privacy | Content | Connections | Programs |
Advanced
Under General Tab clear your History, Internet Files and Cookies.
Then click on Advanced tab and scroll down to under the Browsing Option:
[&] Browsing
[ ] Enable Third-Party browser extensions (Req Rest) uncheck this box.
Then click on Programs Tab and click Manage Add-Ons and Disable all non
Verified Add-Ons (You should Renable them later one-by-one and see the
culprit and update it or remove it.

2... You need to be sure your system is clean from malwares and Viruses by
scanning for them

Read the backup on the link provided at the top then perform this command or
run this command:
sfc /scannow click [OK]

Thanks for the reply. There are no virus's or malware/spyware or
anything on the computer. Once I uninstalled Norton's it all works
fine. I can move files, delete, open OE no problem. I was thinking
maybe that because after installing Norton's all files/folders had the
read only or archive attribute that OE couldn't find MSOE.dll and the
Kodiak program couldn't use the file it wanted. I dont' know if there
is a setting or something in Norton's that disallows it to set
attributes on files/folders?

Hi Cathy,
Try to allow access to the Outlook Express I believe you are using in Norton
Firewall permissions to programs and Kodak Outbound only access.
When you assign outlook express type in :
Msimn.exe to be allowed access, as the Norton E-mail scanner causing this
issue with Outlook express.
Look in the Event Viewer for any error messages that can shed some light on
the causer as there is something upsetting Norton?.
Run Disk Clean up and Defrag in Safe mode, run the system File checker (sfc)
then try to install Norton.
