Hello nass:
The chkdsk worked. The system restarted with no problem. After all this
was done the computer wanted to send an error message to Microsoft. When it
was finished, Microsoft responded that the message was corrupted and there
might be a major problem with the computer.

I put the win XP disk into the computer and got as far as repair mode.
However following the instructions I only had one option for operating
system. And the menu only showed one option which was press enter to
restart. That put me back into the same mode of restart during loading
personal settings.
I tried to use the Dell diagnostic disk but unlike the win XP disk there was
no option to access the disk.
I've tried several of the other options after pressing F8 at boot up but
none of them seem to work either.

I checked the power cord and switch, both are ok. I disabled restart on

When I boot in safe mode it still gets as far as loading personal setttings
and then kicks off. I tried safe mode with dot prompt. Same problem.
I tried using the Dell diagnostic disk but it still goes through the
rebooting to personal settings and kicks off.

Have you been able to log into safe Mode successfully?.
Make sure the Power Button not pressed in and left like this making the
system Reboot every time you start, if it stuck it can cause this issue.
Check the power cord all fitted firmly in the back of the Computer/Case.
