The easy way to rebuild the mailto would be the "Set Program Access and
Defaults" app. See start/all programs/ (at the top) They would toggle off and
on the mail choice.
Somehow, the flash install is not getting 'system' permissions. The flash
install usually does that. Uninstalling, and reinstalling flash may work, or
having the user try the "Manage Add-ins" in IE.

is missing from the file types list. Further, when viewing the entire list
(after clicking Advanced, then New), URL: MailTo Protocol is missing from
that list.
Regarding the web page corruption comment I made, I suspect that the site
makes use of Flash plugins. That's the reason for my first posting.

In My Computer,Tools menu, Folder Options. File Types tab. In list of file
types, click (URL:Mailto Protocol) Click Advanced. In Actions, click Open.

In "Application used to perform action" enter the program to use to open
files that have this extension, then click OK. In MY case it is:-including
quotes- "C:\PROGRAM FILES\OUTLOOK EXPRESS\MSIMN.EXE" /mailurl:%1

To be helpful, here are more symptoms:
For one user, her home page shows corruption, though I know the page is
viable (I verified this on my acct and the other user's acct).
For the same user, click on an email link on any web site results in mutiple
windows opening automatically and email client error message being displayed.

On my desktop, I, as admin, can utilize Flash plugins. However, neither of
the limited users can. I receive no error messages, Flash simply fails to
function.
My laptop is a different story, however. We an all login normally and
utilize all plugins without problems.
Any ideas?
