You will have to use a resource hacking tool and make these changes in the msgina.dll to do that. The modified gina will then have to be installed on all the computers and the proper GinaDLL (if renamed, which would be strongly recommended) will have to be specified at the registry's Winlogon key.
Without hacking the msgina you can add explanatory text to the logon box by way of the LogonPrompt value at HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon
