Look at either the physical controls on your monitor or the software controls if it has them. I know of no brightness controls in Windows. The physical controls on your monitor would be like the brightness control knob or buttons on your TV set.

Thanks for the info, I just uninstalled it and have not see the error pop
up. I am having another problem with brightness. My son was on the
computer (you know what that means) and now my background is very bright.

Are you using Verizon? Or SBC?
netsetup.cpl is related to IPMON32. IPMON32 = IPMON32.exe
ipmon32.exe is an application from Verizon. It provides the user with
monitor diagnostic tools. It is known to consume large amount of
resources.
