I know that tvDebug.log can be safely deleted. That is made by Zone Alarm,
a firewall program. However, you must temporarily turn off Zone Alarm,
before you can delete it. Otherwise, you will get a message something like
"file in use". Be sure to turn the firewall back on immediately. You could
also use one of several free programs that delete files locked during
Windows operation during a reboot.
As for other files in that directory, I have been able to delete files older
than a few days without any ill effects.

Can the files in the Internet Log folder in the Windows Directory be
deleted? There is a 'tvDebug.log file that's 22,004KB. Also two files
with
the file extension .RDB.
