If the classic checked uncheck and check the Start Menu and click Apply
then OK.

Then Right click on the Desktop and select properties.
On the display properties under Theme Tab what them selected?.

I tried all that and nothing changed. any more suggestions?

Okay, did you uninstall this Theme which you download from somewhere or
still on your desktop?.
Try to apply another theme for XP, by Right click on the Desktop and select
properties.
On the Display properties click on Theme and apply a theme and see if it
will make you able to change the Control panel.
Or you can try System Restore before applying this troublesome theme.
