Do you have Zone Alarm installed or any other Security Software installed.
These programs /may/ be preventing you from making System wide change. If
you do have these products installed then disconnect from the Internet and
close/exit the program. Now try to make the changes to your needs.
Remember to start your security software before connecting to the Internet.

I have full admin. privileges to switch programs ie: Making one e-mail
client
the default over anohter, up until recently.
Now, all of a sudden, when I try to switch outlook, to Incredimail,
etc..as
well as use the msconfig to remove certian things from start up...I keep
getting these Aministrator error messages such as:
"An access Denied Error was returned while attempting to change a
service.
You may need to log on using an Administrator account to make the
specified
changes."
AND another one saying: "You need to have Administrator or Power User
Privileges in Order to set Incredimail as yopur default e-mail client. For
assistance, contact your system administrator."
It shows in my User Accounts that I am set as Administrator Account.
Can someone help me have those privileges again, so I am able to set
changes
I was able to do previously??
Thank you..
Apeke
