GINA logon w/ Logon Message Error

Hi all, Yes, I'm a newbie and this is my very first post, so I hope I do
everything right....here goes....
When I reboot my computer, I have two windows that pop up....
the back on is a log on window titled
GINA Logon and it has two spaces...
User Name (and Administrator is filled in)
Password (blank)
but the second window pops up over it and it says...
Logon Message
Unable to log you on because of an account restriction
I can then click ok and it will boot
If I don't sit here and hit the enter button a million times, the
Windows loading screen comes up over them both and it can take 30 mins
or more for it to come up with my User choices (1 being my name and 1
being Guest). Sometimes I have to reboot 10 times or more to get that
enter button hit at just the right time so that I can click thru the
error message and load my computer to get back to work. I'm getting
really tired of doing this and hate to reboot no matter what because of
it.
I found a solution on the Microsoft support site, but the first thing
it tells you to do is ...
1. Click START, point to RUN, type gpedit.msc, then click ok...
so I have tried this a million times and I do not have a file titled
gpedit.msc. I just get another message telling me that it can't be
found.
The other option it offered was to set a user password, so I went into
the user that is my name and set a password, but it didn't change
anything.. it still comes up with the boxes mentioned above. Of course,
when I saw the word GINA, I thought a neighbor was stealing my internet
or something crazy like that ! :-) Then I read that its a legitimate
file name.
Can someone help me figure this out so that I can shut my computer down
at times without the worry or endless wait for it to be accessable
again?
