Perform a clean boot and see if you can open the User Accounts applet.

If the User Accounts does open then you will need to identify what program
or service is causing this to happen.

Also have you checked your computer for malicious software?

By attempting to open 'control panel -> user account' nothing happens.
Users
can log on to the PC but are unable to change their passwords. I have
extracted a new nusrmgr.cpl file as suggested in an ealier thread, but
still
no response at all when clicking on the user account icon.
Also when attempting to open from the command prompt there is no
response.
Any other control panel component can be opened.

By starting the PC in fail-safe mode only the administrator can log on.
In
this mode the user account can be opened, but still only adminstrator
accounts
is visible and editable, no limited user acounts can be accessed.

The problem is now several month old so a I am realy reluctant to make
a
system restore as I then will have to do a lot of settings, updates and
program installations over again.

Any ideas and suggestions you might have are appreciated.

My system is Windows XP Home, SP2.
