I have my monitor set to go into power saving mode after 1 minute of

off after that time. However, after using Windows for a while and
playing some videos, my monitor will often not turn off
automatically. The weird thing is that sometimes it will turn off and
sometimes it won't at seemingly random times. Someone once suggested
that this might be because of a problem with a wireless mouse. But I
a using a corded USB mouse. How can I get my monitor to always stay
in power saving mode when I want it.

If you're running games, it's a crap shoot whether such features will continue to work or not; it depends on the games and what they do to/with the system.

Does this always happen after playing games? If so, you should be able to trak down the culprit by trial and error.

No, it doesn't happen when I'm playing games. It happens when I play videos. It also happens randomly even during normal computer use (web browsing, etc).
