Okay Stew,
We will go to our destination walking than Driving or flying <g>.
To open the IE properties do this:
Click Start >> Double click Control panel >> Double click Network and
Internet Connections >> Double click Internet Options.
On the IE Properties window you will see these Tabs:
General | Security | Privacy | Content | Connections | Programs
| Advanced.

Click on General tab to clear the History, Internet files and cookies and
perform other tasks mentioned in my previous post.

Then Double click My Computer ( if it on your Desktop) or click Start >> My
Computer on the second Sub-Menu.
There Right click your Partition/Drive (C:\) and select Properties, on the
Properties click on General then click Disk CleanUp Button to clean the Temp
from your Hard drive.

Open a Run Command and type in:
To open the run command click Start >> Run or Click WinKey + R on your
Keyboard and type in these DLLs to re-register them:
regsvr32 Rsaenh.dll
regsvr32 Sccbase.dll
regsvr32 Cryptdlg.dll
regsvr32 Dssenh.dll
regsvr32 Wintrust.dll
regsvr32 Softpub.dll
regsvr32 Shell32.dll
regsvr32 Gpkcsp.dll
regsvr32 Mssip32.dll
regsvr32 Initpki.dll
regsvr32 Mshtml.dll
regsvr32 Jscript.dll
regsvr32 Browseui.dll
regsvr32 Oleaut32.dll
regsvr32 Actxprxy.dll
regsvr32 Shdocvw.dll
regsvr32 Inetcomm.dll
regsvr32 atl.dll

You can copy and paste the above DLLs and paste them in a Notepad then "save
As" them as reg.bat and open the Run and type in:
C:\reg.bat click [Ok] to run the batch.

Reboot your machine and try to connect and download and scan for malwares
and Viruses, also you can download some of these from another machine and run
on the problematic one.
What version of IE you have is it IE6 or IE7?.

probably have worked under normal conditions)

They are:
F11 does not do anything for my toolbar problems except autohiding the only
existing one (address bar). Right click does not work on it by the way.

Something is stopping me from opening the IE properties. As well as the
method you suggest, right clicking IE from the desktop and selecting
properties does not open it either.

Your suggestion of downloading the malwares and winsock fixer cant be done
because that is one of the major problems (ie. cant download).

Thanks again for your comprehensive and obviously expert response.

Any other options?

First click F11 to bring up the Toolbar, then perform these steps:

1= Click start >> Control Panel >> Double Click Network and Internet
Connections >> Double click Internet Options, on the IE Properties window
you will see these Options:
General | Security | Privacy | Content | Connections | Programs
| Advanced .

Click on General Tab (1st Tab on the left) and you will see a Button called
[ Clear History ..] click on it to clear your History caches, then click on
[Delete Files..] to delete Internet Files created over the time, click on [
Delete Cookies...] to delete your cookies left by visiting websites.

= Then try to Disable the Add-Ons on your Browser somehow installed on your
browser, On how to disable the Add-ons follow this:
Click on Programs Tab and then click the Manage Add-Ons Button there Disable
the None/Not Verified Plug-ins/Add-ons ( you need to Renable them one-by-one
later and see which one is the culprit and remove it or you can send them
here in your next
post) and click [OK] to confirm your Changes.

Click on Advanced Tab and scroll down under the browsing option and uncheck
this box:
[&] Browsing
[ ] Enable Third-Party browser extensions (Req Rest) and click Apply
then OK to close your IE Properties.

Scan for malwares from here:
http://www.lavasoft.com/products/ad-aware_se_personal.php
http://www.safer-networking.org ; for Spybot S&D

2= Open a run command and type in:
ipconfig /flushdns click [OK]
ipconfig /renew click [OK]
regsvr32 urlmon.dll click [OK]
Reboot your machine and try to connect.
Also you may have a corrupted winsock so try to repair it, you can do it in
two ways:
Manually by opening a Run command and type in:
netsh winsock reset click [OK]

Reboot your machine.
Or by downloading this tool called winsock fixer from here:
http://www.nasstec.co.uk/tools.html

Also advisable to run Disk CleanUp on your Hard drive.
