System cannot find the file specified. Task is completed with erro

When I go to Documents and Settings under my name, (administrator), there is
a folder called "convert" Upon opening it reads :
"The system cannot find the file specified.
Task is completed with error."
I just did a PC Restore (not sys restore) and when I looked I did not see
that folder; however, after doing all of my updates, (windows, java, drivers,
etc.), I again see this file.
I finally did a little research to see where this file comes from and it
seems to be "Converted user profiles folders under C:Parsing template
C:\WINDOWS\inf\defltwk.inf," then I see
"Warning 2: The system cannot find the
file specified."
Warning 2: The system cannot find the file specified.
Error setting security on c:\windows\inf\usermig.inf.
Error setting security on c:\ntbootdd.sys."

Btw, the date and time is the day and approximate time that I hooked my
puter up!

I looked further on this file and see that several other files are missing
but with a different error message-- "Warning 2: The system cannot find the
file specified.
Error setting security on c:\windows\inf\atiintaa.inf."

"Warning 2: The system cannot find the file specified.
Error setting security on c:\windows\inf\avmisd64.inf."

"Warning 2: The system cannot find the file specified.
Error setting security on c:\windows\inf\is_wow64.inf."

"Warning 2: The system cannot find the file specified.
Error setting security on c:\windows\inf\usermig.inf."

"Warning 2: The system cannot find the file specified.
Error setting security on c:\windows\inf\wkstamig.inf."

"Warning 2: The system cannot find the file specified.
Error setting security on c:\windows\speech."

"Warning 2: The system cannot find the file specified.
Error setting security on c:\windows\system32\decem.dll."

"Warning 2: The system cannot find the file specified.
Error setting security on c:\windows\system32\html64.iec."

"Warning 2: The system cannot find the file specified.
Error setting security on c:\windows\system32\kdcsvc.dll."

"Warning 2: The system cannot find the file specified.
Error setting security on c:\windows\system32\migisol.exe."

"Warning 2: The system cannot find the file specified.
Error setting security on c:\windows\system32\msenc64.dll."

"Warning 2: The system cannot find the file specified.
Error setting security on c:\windows\system32\mtstocom.exe."

"Warning 2: The system cannot find the file specified.
Error setting security on c:\windows\system32\w95upgnt.dll."

My computer has been rather sluggish from the get go and now wonder if it is
not this error(s).

Since this file does not show itself upon doing a PC Restore I would like to
keep that partition in case of the need to bring my puter to out of box state
if necessary.

Any assistance is greatly appreciated. I am disabled and the computer is
what keeps me busy and is my primary contact with people.

Thanking you -- I remain --
Very truly yours,
'Maramarz'
